When is it time to throw out my plant?

When it is brown and dead and absolutely irrevocably dead.

The plant could potentially come back if it was left abandoned for a couple of weeks, but if the plant has simply died do to its sitting in water for instance or having gone for an enormous long period without water-in either case it would die, and you can not bring something back from the dead then.
